In March 1991, a collaboration agreement with the town of Sommerda (Germany) was signed. By mutual agreement, the towns undertook to reinforce relations in all spheres, especially cultural, sporting, social and economic activities. In 1994, taking into consideration the eagerness of the inhabitants as well as trying to implement political, social, economic reforms and consolidate the statehood of countries, the municipalities of Kohtla Jarve (Estonia) and Kėdainiai signed a collaboration agreement. By this agreement the towns took an oath to develop friendly relations and disseminate the experience in social, humanitarian, agricultural, business, political, spiritual, and juridical spheres.

In October 2007, a trilateral agreement on companionship and collaboration among the towns of Kėdainiai, Castelforte (Italy) and Zimnicea (Romania) was signed. In June 2009, under the Power of Attorney of the Kėdainiai District Council, Mayor Nijolė Naujokienė signed an agreement of collaboration with the town of Volkovysk (Belarus), which renewed the successful cooperation started more than two decades ago. Both districts are very similar, i.e. well-developed industry, expanding agriculture, a high ratio of students entering higher education institutions, a strong focus on sports, healthy way of living, health care, and social needs.
